Telangana: Evacuation process of villages in KTR Area begins: Villagers of Mysampeta and Rampur who came forward voluntarily
State Forest Minister Allola Indrakaran Reddy handed over the compensation checks at a program held today in Nirmal. 142 families belonging to two villages were given a compensation package of Rs 15 lakh each.
The minister expressed happiness over the evacuation of villages from the tiger sanctuary for the first time in the history of Telangana, along with the joint Andhra Pradesh, where the evacuation process was carried out as per the guidelines of the Wildlife Act-1972 and Tiger Conservation Authority (NTCA).
The minister said that the Telangana government under the leadership of CM KCR is giving utmost priority to the conservation and development of habitats for tigers and wild animals. On this occasion, the Minister congratulated the officials of the Forest Department for their efforts in the evacuation of villages from the Kawal Tiger Reserve area.

Detailed report about Voluntary Relocation of Villages from the core area of Kawal Tiger Reserve
The Kawal Tiger Reserve is spread over an area of 2015.44 sq. km (4,97,814 Acres) (Core 892.23sq.km & Buffer 1123.21 sq.km). It was notified vide G.O.Ms. No. 27, EFS&T (For.II) Dept., dt. 10.04.2012.
Section 38V (5) (i) to (vi) of Wildlife (Protection) Act, 1972 provides for relocation of villages from Tiger Reserves to create inviolate space for the Tiger and other wildlife.
The National Tiger Conservation Authority (NTCA), Govt. of India issued guidelines for taking up relocation of villages in the year 2008 and additional guidelines were issued during 2021. The proposed relocation is being taken up as per the guidelines of NTCA.
Accordingly, the Government of Telangana constituted State Level Monitoring committee and District Level Implementation committee vide G.O. Rt. No. 214, EFS&T, dt. 28.11.2015.
During 2017, the District Level committee headed by the District Collector, Nirmal decided to relocate 142 families from Maisampet (105 families) and Rampur (37 families) from core area of Kawal Tiger Reserve.
For the Relocation of the villages,112 ha. of forest land in Khanapur forest block was de-notified under Forest (Conservation) Act, 1980 vide MoEF&CC, GoI FC Divn., F.No. 8-66/2018-FC, dt. 05.04.2019. The Govt. of Telangana followed up by issuing G.O. Ms. No. 29, EFS&T, dt. 23.05.2019.
According to the guidelines issued by the NTCA, the following two options were given to the people for relocation.
Option I – Payment of Rs.15.00 lakh per family in case the family opts so without any rehabilitation or relocation process by the Forest Department.
Option II – Carrying out relocation or rehabilitation by the Forest Department with the following per family norm out of Rs.15.00 lakh.
a) Agricultural land procurement and Development 35 % of total package.
b) Settlement of Rights 30% of total package.
c) Homestead land and House construction 20 % of total package.
d) Incentives 5 % of total package.
e) Community facilities 10 % of total package.
Under this, 48 families opted for Option-I, and 94 families opted for Option-II.
As per revised NTCA guidelines the relocation package per family is Rs.15.00 lakh.
A budget of Rs.14.20 crores was provided under Centrally Sponsored Scheme – Project Tiger in the ration of 60:40 between Central and State Government for the 94 families under Option – II and a budget of Rs.7.20 crore was provided under CAMPA for 48 families.
Out of the 112 Ha (276.76 Acre) De-notified in Khanapur RF, 5.00 Ha (12.35 Acre) is allotted for house sites and 107Ha (264.39 Acres) is set apart for agriculture purpose @ Ac 2.30 gts per family for 94 families under Option – II.
For 48 families under Option – I the entire amount @ Rs.15.00 lakh per family will be deposited in joint account.
